Parking Updated (8/12/2008) The 1800-block of Hanover Ave and the 100-300 blocks of N. Allen Ave have been added to the Fan Residential Restricted Parking District-Zone 2 and will go in affect on or about September 1, 2008

(Parking Update (5/22/2008) 2007 Parking decals will be extended through July 31, 2008. This will allow for the printing and sale of decals that will correspond with the creation of 2 Zones within the existing Parking District.

Fan Residential Restricted Parking District (FRRP) decals (Fan Decals) are issued for the period of July 1of the current year to June 30 of the following year. Currently residents of the area covered by the FRRP (see map) are eligible to purchase a decal as long as they meet the criteria as established by City Code:

  • Resident of the FRRP District - Vehicle registered at current address, or
  • Renter of Property within the FRRP District - Vehicle registered at current address, or
  • Renter - Full time Student (12 credit- hours)
    Renters are required to have Property Owner Tenant Form along with their application.

    Procedures for Expanding a Parking District June 2008, Version 1.1

    Ordinance 2008-105Ordinance 2008-105 To divide the Fan Residential Restricted Parking District into two zones designated as “Fan Residential Restricted Parking District – Zone 1” and “Fan Residential Restricted Parking District – Zone 2,” for the purpose of facilitating the administration and enforcement of the regulations applicable to such District.
    Ordinance 2007-300-262 To amend and reordain City Code § 102-301, concerning restricted parking districts, to provide that the Director of Public Works shall administer the residential restricted parking permit program and that the Director of Finance shall develop an implementation plan and administer the implementation of the issuance of permits in 90 days rather than 60 days.
    Ordinance 2004-179-175 To amend and reordain section 28-263 of the Code of the City of Richmond (1993), concerning the criteria for establishing restricted parking districts, to provide that, where written documentation is submitted indicating that fewer than sixty percent (60%) of the properties within the proposed district are owner-occupied, such documentation shall be required from a majority of the occupants of the properties in such proposed district rather than from a majority of the property owners in the proposed district.
       
    Residential Parking Permit Application

    This form is required to be filled out by ALL applicants who are entitled to purchase a Fan Restricted Parking District Decal. If you are a renter additional information is required, please see the document titled Property Owner - Tenant Information

    The following information is required (Please see Permit Application Instructions):

  • Virginia Drivers License, or Photo ID Renters -In addition to above must provide copy of lease and a completed Property Owner - Tenant Information Form
  • Property Owner, Resident or Other - Provide Map Reference Number, or most resent Real Estate Bill or your Account Number with Department of Public Utilities to verify ownership.
  • Courtesy Fan Parking Passes


    Courtesy permits must be purchased at City Hall, Collections Division, Room 102,
    900 East Broad St, from 7:30 am - 5:30 pm, Monday - Friday.

    Special Temporary Parking Permit Application This application is used to request a special temporary parking permit. This is useful for moving in/out of a house or apartment,  if you have construction going on, but more importantly it is useful to Lower Fan Residents who live in the Fan Restricted Parking District who need to provide temporary parking for an event, family reunion, birthday party, bridge night, or a meeting.  There is no fee for this permit.  Simply fill out the form and fax or email it to Sgt Martha Robertson as indicated on the form.     FAQ's

    Q. I just go married and my husband/wife is not on my deed, can I still get a parking permit for his vehicle?

    A. Yes, the current ordinance applies to all members of the owners immediate family. (Richmond City Code Section 264(f) as amended 1993) However, the vehicle must be registered in compliance with DVM rules, all taxes must be paid in full and the husband/wife must have a valid drivers license showing the correct address.  Questions should be directed to Bob Herndon, Finance Department 646-6451 or Bob Herndon

    Q. If I have valid Fan Decal and get a parking ticket for parking in excess of the 1-hour limit what can I do?

    A. You can file an administrative Appeal more information.  You can download the form and fax the information to the Department of Finance.  Administrative Review Form

    Q.Am I required to remove old fan parking decals from my vehicles?

    A. Yes - Under the current Traffic Engineering Order all expired decal shall be removed. This is not only a requirement but it facilitates efficient patrolling.

    Q. I just got vanity license plates or my plate number has changed.Do I need a new Fan Decal?

    A. YES. Take your old registration and your new registration to City Hall, Room 102 and go to the back desk. They will pull from the file your current decal application form and fill out a new one. You can then take that file to the front cashiers counter and get e new decal with your new plate number. The charge for the is $1.
