The mission of the Parking Committee is to study parking in the Fan district and make recommendations to the Board to improve the quality of life for all residents. The Committee is tasked to re-design of the Fan Restricted Parking District (Decal Parking Area) located in the eastern Fan. In addition, the Parking Committee is responsible for maintaining a list of all businesses that have received zoning approval based on leasing parking from other sources. Violators will be referred to the Zoning Chair.

Parking Permits


  A portion of the Fan has unrestricted parking – no parking stickers/permits are necessary.
  Other areas are designated as Zone 1 or Zone 2, and parking in these areas longer than the
  posted signage allows requires a parking permit sticker. Permit stickers are valid from July 1 –
  June 30 each year, and there is no prorating of permit fees (e.g., buying a permit sticker in
  May means another must be purchased at full price at the end of June). See the resources

Jennifer Mullen
A retired elementary teacher from Hanover County Schools after a 34-yr career, Robin met her husband Gary in the Fan over 35 years ago where each had chosen to live because they admired the architecture and ambiance of the wonderful neighborhood. They eventually moved to Monument Ave while continuing to buy investment duplexes throughout the Fan, putting in the hours as a labor of love, restoring these beautiful old buildings back to life. They rent to young professionals who are contributing members of the neighborhood. Robin has served on the MAPS, Historic Monument Avenue, and FDA Boards. She and Gary chaired the Centennial Celebration that closed Monument Avenue for a mile-long croquet festival. They are members of the Richmond Apartment Association, which strives to raise the level of apartment living throughout the City. She continues to bring her perspective as a responsible landlord to the Board and serve the neighborhood in any way she can.
